Project Description

This project is being constructed under the Indiana Build-Operate-Transfer (BOT) procurement model. The county commissioners chose BOT for the project goals to include acceleration for the project schedule, reallocation of project construction risk and lower overall project costs. The project was in the design phase when the procurement process started; originally the estimates were over budget, but with Reynolds’ expertise and involvement the project was brought back to budget. The project includes formation of a regional water and sewer district, new potable water services to existing homes, providing the supporting infrastructure for future customers, above ground storage tanks and lift stations, installation of pump and booster stations, and installation of 20,000LF of new gravity sewers and 31,000LF of new forcemain to include a new 500,000 gallon per day wastewater treatment plant.
